Update to Navigation and Inspection Circular (NVIC) -01-13, Inspection and Certification of Vessels Under the Maritime Security Program (MSP)

On May 9, 2025, the Coast Guard updated guidance for streamlined reflag and certification processes under NVIC-01-13 to reflect the policy change to allow foreign commercial vessels and foreign vessels purchased by MARAD for use in the Ready Reserve Force. This policy is solely restricted to foreign vessels within a sealift program.
