For decades, the Merchant Mariner Credentialing (MMC) process has relied on manual, paper-based workflows that inadvertently create bottlenecks for both mariners and the Coast Guard. Navita™ shifts mariner credentialing from a reactive, error-prone paper process to a proactive, guided digital experience. Currently, many processing delays stem from simple administrative errors. When an application is submitted with missing information or incorrect fees, the National Maritime Center (NMC) must pause processing, costing mariners valuable time. Navita™ addresses these historical pain points through smart automation and a guided user interface.
One of the most common issues under the current process is missing information on applications. Because mariners manually fill out applications, it is easy to unintentionally skip required fields, which immediately stalls the evaluation. Navita™ solves this by walking the mariner through a step-by-step digital application. The system flags missing information in real-time and prevents the incomplete submission of both an MMC and medical certificate application until all mandatory fields are completed. This ensures the NMC receives a complete application every time.
Another frequent hurdle for mariners is the calculation of user fees. Navigating the complex fee structures for various endorsements often leads to incorrect payments, requiring the Coast Guard to process time-consuming manual refunds. Navita™ alleviates this by automatically calculating the fees required for the specific endorsements a mariner requested on the application. Future integration with PAY.GOV, will further streamline payments drastically improving efficiency.
Training verification also causes routine delays. Applications frequently lack proof of required courses, such as First Aid, CPR, or Firefighting. When a mariner uses Navita™, the system will clearly indicate exactly which training is required for their specific credential. In future releases, Maritime Training Providers will have the ability to submit course completion records electronically to the Coast Guard. In most cases, verification of completed training will already be securely logged to the mariner's profile before they even begin their application.
Finally, mariners sometimes apply without realizing they lack the necessary sea service for their desired endorsement. In future releases, Navita™ will take the guesswork out of calculating sea service and alert the mariner of the days required for a particular endorsement. To make record-keeping even more seamless, maritime employers will have the ability to submit mariner’s sea service records electronically to the Coast Guard ensuring their time is always accurately documented and readily available.
By addressing these core issues, Navita™ dramatically reduces the administrative burden on both the maritime workforce and Coast Guard personnel. When applications are submitted completely and accurately the first time, processing speeds accelerate system-wide.
