NavitaTM represents more than a replacement for the existing database used to facilitate mariner credentialing. It is the first major step in a broader effort to modernize maritime services across the Coast Guard.
As part of the Coast Guard’s Digital Transformation (DTX) strategy, modernization efforts are increasingly focused on improving user experience, streamlining processes, and creating more connected digital services for mariners and maritime stakeholders. Guided by Coast Guard technology leadership and echoing broader military modernization frameworks, this strategy aims to build a continuous "digital thread" across the service. The overarching priority is to replace antiquated IT with user-centric platforms that deliver a world-class customer experience for the American maritime industry.
Navita™ supports this vision by transitioning from the legacy, paper-driven Merchant Mariner Licensing and Documentation (MMLD) application toward a more modern, self-service digital experience.
Future efforts will continue exploring ways to improve accessibility, transparency, and service delivery across all maritime systems and interactions. As part of this enterprise-wide modernization, the service is actively reforming other legacy systems to make them more public-facing and efficient.
In addition to Navita™, the USCG is also overhauling the Vessel Documentation System (VDS), with the specific goal of transforming national vessel registration into a modern and highly responsive public service. Simultaneously, the service is upgrading the Marine Information for Safety and Law Enforcement (MISLE) application and the Boating Accident Report Database (BARD). The Coast Guard is also developing a new data management system named CG-CREST (Compliance Reporting for Environmental Standards and Tracking) to meet the Vessel Incidental Discharge Act (VIDA) statutory requirements. CREST will facilitate vessel compliance tracking, automated risk-based targeting, and serve as a central hub for data sharing among federal and state enforcement entities. By introducing comprehensive user experience rebuilds to these foundational systems, the Coast Guard aims to streamline compliance reporting, improve data governance, and reduce administrative burdens for mariners and operators alike.
At the center of this collective effort is a simple objective: making it easier for mariners and maritime stakeholders to access the Coast Guard services they need while supporting the safe and efficient operation of the Marine Transportation System.
