Cancellation of Marine Safety Center Technical Note 02-05

The U.S. Coast Guard announces the cancellation of Marine Safety Center Technical Note (MTN) 02-05, "Transfer to U.S. Flag under the USCG Alternate Compliance Program."

This action supports the Coast Guard's commitment to modernizing policy and reducing burdensome regulations. The guidance contained within MTN 02-05 has become antiquated due to the publication of updated and more efficient processes for vessel reflagging and certification.

The controlling guidance for these activities is now provided in Change 3 to Navigation and Vessel Inspection Circular (NVIC) 02-95, "Alternate Compliance Program," and Change 2 to NVIC 01-13, "Inspection & Certification of Vessels under the Maritime Security Program." These publications offer streamlined approaches that significantly improve the options available for enrolling vessels in the U.S. flag fleet.
