National Navigation Safety Advisory Committee; Vacancies

The U.S. Coast Guard is accepting applications to fill nineteen (19) vacancies on the National Navigation Safety Advisory Committee (NNAVSAC). This is a great opportunity for passionate individuals who want to make a real impact on the future of maritime navigation safety.

The NNAVSAC advises the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to maritime collisions, rammings, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems.

In addition, the NNAVSAC plays a crucial role in advising the U.S. Coast Guard on matters like safe navigation, emerging maritime technologies, and evolving uses of the waterway such as offshore renewable energy projects and space launch and reentry activities. If you have experience on the waterways and are eager to support shaping policies in areas such as the best use of automatic identification systems (AIS) and safe navigation around offshore renewable energy installations, this is your chance to contribute.

Past task statements considerations of this committee have explored key topics like defining the term “prudent mariner” in navigation regulations, examining offshore windfarm development, and assessing the impacts on the waterways as it relates to autonomous vessels. This is an exciting opportunity to share your expertise and help guide the future of maritime navigation safety.

We will consider applications for nineteen (19) to be selected from the following membership categories:

  1. Commercial vessel owners or operators
  2. Professional mariners
  3. Recreational boaters
  4. The recreational boating industry
  5. State agencies responsible for vessel or port safety
  6. The Maritime Law Association

Individuals currently holding these appointments will need to re-apply if they wish to continue as NNAVSAC members.  All members serve at their own expense and receive no salary or other compensation from the Federal Government. The only compensation the members may receive is for travel expenses, including per diem in lieu of subsistence, and actual reasonable expenses incurred in the performance of their direct duties for the Committee in accordance with Federal Travel Regulations.   If you are appointed as a member of the Committee, you will be required to sign a Non-Disclosure Agreement and a Gratuitous Services Agreement.

Completed applications must reach the U.S. Coast Guard on or before September 30, 2024.  Applications must include: (a) a cover letter expressing interest in an appointment to the National Navigation Safety Advisory Committee and detailing their qualifications to serve as a representative in one or more of the six identified membership categories, (b) a resume detailing the applicant’s relevant experience for the membership categories applied for, and (c) a brief 2-3 paragraph biography written in third-person perspective.  Applications should be submitted via email with subject line “Application for NNAVSAC” to smb-basencr-cgnav-nnavsac@uscg.mil.
