SANTA RITA, Guam — The U.S. Coast Guard Captain of the Port Forces Micronesia/Sector Guam has set Port Heavy Weather Condition (PHWC) X-RAY for the Ports of Saipan and Tinian as of 12:00 p.m. CHsT, Aug. 20, 2026, in preparation for Tropical Storm Saudel. The Ports of Guam and Rota will remain in PHWC WHISKEY.
Under PHWC X-RAY, sustained gale force winds (39-54 mph/34-47 knots) are predicted within 48 hours.
In accordance with Title 33, Code of Federal Regulations (CFR), Part 160.111(c), the COTP hereby orders the following:
- Shoreside facilities, terminals, and commercial vessels greater than or equal to 200 gross tons must begin preparations to complete cargo operations and non-approved vessels shall prepare to depart the Ports of Guam and CNMI.
- “Dead” ships or vessels/barges unable to put to sea must make a prompt written application to the COTP.
Any vessel or facility operator desiring a COTP waiver from the above restrictions must submit a written request, using the required application, to preventionguam@uscg.mil. If you have questions or concerns, please call the Sector Guam Command Center at (671) 355-4824.
