Coast Guard Research and Development Center - Research Role in Supporting Sail250

NEW LONDON, Conn.  –  As the U.S. Coast Guard prepares for the Sail250 celebrations, the Research and Development Center (RDC) has been involved from the earliest planning stages. Through its "Sector of the Future" program, the RDC is partnering with Sector Boston to test advanced, low Technology Readiness Level (TRL) capabilities in a complex, real-world environment. While the primary objective remains evaluating developmental systems, integrating these experimental tools into the incident command post organically equips watch standers with a far more comprehensive picture of the congested waterways ahead of the event.

A key research objective focus is evaluating the fusion of disparate sensor streams to include Visual and Electro-Optical/Infrared (EO/IR) cameras, Automatic Identification System (AIS) data, Radio Frequency (RF) signals, and traditional radar. These inputs are fed into Artificial Intelligence (AI) models that synthesize the data into a singular Common Operating Picture (COP). Beyond simply displaying this data, the RDC is heavily focused on the underlying data transmissions, system throughputs, and complex networking objectives required to make this architecture function. Managing the massive bandwidth demands of live video streams and dense sensor data across a localized network is critical. By studying how to optimize these data pipelines and network architectures, researchers ensure the AI models can ingest and process high-volume inputs with minimal latency. This transitions personnel from monitoring fragmented raw feeds to interacting with a unified dashboard, ultimately reducing cognitive load and accelerating decision-making during critical incidents.

Managing radio traffic during a massive event presents an additional layer of complexity. Through a Cooperative Research and Development Agreement (CRADA) with VoiceBrain, the RDC is evaluating the real-time transcription of radio transmissions. This prototype capability allows watchstanders to visually review and verify communications rather than relying solely on auditory memory. The long-term research objective is to seamlessly route these text transcriptions through the network and directly into the AI COP, further centralizing vital information.

To modernize external coordination, the RDC is utilizing the VHF Data Exchange System (VDES) AIS Transmit functionality to securely broadcast track information, anchorages, and active security zones directly to Coast Guard and interagency assets. Furthermore, the RDC is collaborating with CG-761 to assist Sector Boston in becoming the first sector to fully implement "Aqua Alerts” following a successful pilot. Fulfilling a Congressional mandate, the RDC previously completed significant research focused on geo-fencing and transmission accuracy. Leveraging this prior research to establish the system for Sail250 ensures time-sensitive safety warnings reach targeted cellular devices.

By evaluating complex AI sensor fusion networks, optimizing data throughputs, testing radio transcription, and assisting in the rollout of precise Aqua Alerts, the RDC continues to advance its core research objectives. Simultaneously, this rigorous research posture naturally empowers Sector Boston with the sophisticated tools necessary to oversee a safe and successful Sail250.
